SBA Administrator Linda McMahon Appoints General Counsel and Associate Administrator for the Office of Communications and Public Liaison 



WASHINGTON SBA Administrator Linda McMahon announced the appointment of new members to her executive team: Christopher Pilkerton as General Counsel and Patricia Gibson as the Associate Administrator for the Office of Communications and Public Liaison.

 “I am extremely delighted to welcome two new additions to my executive team here at SBA,” McMahon said. “Chris and Pat both bring tremendous expertise and knowledge needed to efficiently and effectively further execute the Agency’s mission of small business growth and job creation.”  

 Christopher Pilkerton, General Counsel, Office of General Counsel

As General Counsel, Christopher Pilkerton provides legal representation for the Agency in judicial and administrative proceedings, legal negotiations, and appearances and consultations with other government and non-governmental entities.

Prior to SBA, Pilkerton was a compliance director at JP Morgan Chase, advising both the business and corporate functions on matters related to enterprise compliance risk and regulatory change management. Pilkerton began his legal career as an Assistant District Attorney in Manhattan, working as a trial lawyer in both the Office of the Special Narcotics Prosecutor and the Office of Money Laundering and Tax Crimes. He later went on to become Senior Counsel at the U.S. Securities and Exchange Commission, investigating numerous cases related to insider trading and accounting fraud.  Pilkerton has since been a partner in two law firms, representing clients in various transactions and regulatory matters, as well as providing general counsel services to early stage companies and clients in the financial services industry. He has served on the Board of Directors of NASDAQ Futures, Inc. and was the Associate Director of the Law and Public Policy Program at the Catholic University of America Columbus School of Law.  Pilkerton was a Fulbright Teaching Scholar in Poland and holds a master’s degree in public administration from Columbia University’s School of International and Public Affairs. He earned his J.D. from the Catholic University of America and a bachelor’s degree from Fairfield University.

Learn How to Get 8(a), HUBZone, EDWOSB, and WOSB Certified

Small business certifications are like professional certifications: they document a special capability or status that help you compete in the marketplace. These certifications can help you pursue business opportunities with the federal government and prime contractors who often have goals to ensure small businesses are integrated into their purchasing and procurement efforts. At our Federal Contracting Certifications workshop, we'll give an overview and demonstrate how to apply for the following certifications:

8(a) Business Development (BD) Program

The SBA's 8(a) Business Development program, named for a section of the Small Business Act, is a business development program created to help small disadvantaged businesses compete in the American economy and access the federal procurement market.

Applicant firms must be:

a small business in operation for at least two years
  • unconditionally owned and controlled by one or more socially and economically disadvantaged individuals who are of good character and citizens of the United States; and
  • demonstrate a potential for success


Participants in the 8(a) BD program can receive sole source contracts up to $4 million for goods and services and $7 million for manufacturing. 8(a) firms are also able to form joint ventures and teams to bid on larger prime contracts.

HUBZone & WOSB Procurement Programs

The Historically Underutilized Business Zone (HUBZone) program helps small businesses in urban and rural communities gain preferential access to federal contracting opportunities. The benefits for certified companies include competitive and sole source contracting and a 10% price evaluation preference in full and open competitions and subcontracting opportunities.

The Woman-Owned Small Business (WOSB) and Economically Disadvantaged Woman Owned Small Business (EDWOSB) programs allow federal contracting officials to set aside and sole source certain contracts to eligible woman-owned and economically disadvantaged woman-owned businesses.

REQUIRED WORKPLACE POSTERS UNDER THREAT OF PENALTIES

Salt Lake City - The Utah Labor Commission is warning employers in the state to avoid falling victim to individuals and organizations that claim to sell posters from the federal Occupational Safety and Health Administration to be posted in their businesses to comply with OSHA regulations.

These solicitors contact Utah businesses by phone, letter, or personal visit and claim to be an OSHA compliance officer. They threaten employers with inspections, citations, and fines if they don’t immediately pay for health and safety training, consultation services, and the “Consolidated State and Federal” posters to become “compliant.”

Such posters are required to be placed in a visible location at a business, but they are available for free from the Utah Labor Commission.

“We encourage employers to research and ask questions about the companies or individuals offering to sell OSHA posters,” said Jaceson Maughan, Utah Labor Commissioner. “They should also know that we provide the posters at no charge.”

Compliance officers from the Utah Labor Commission who enforce OSHA regulations present identification during visits to employers and never ask for or are involved in collecting money even if a citation and penalty are issued to an employer following an inspection.

Businesses that receive suspicious or threatening letters, visits, calls, or other contacts from someone claiming to sell the required workplace posters should contact the Utah Department of Commerce, Division of Consumer Protection, at 801-530-6602, toll-free 1-800-721-SAFE (7233).

Required posters can be downloaded at laborcommission.utah.gov or obtained by calling 801-530-6800.

The U.S. Small Business Administration has launched a new Historically Underutilized Business Zone map (via Google Chrome) at www.sba.gov/hubzone-maps. The HUBZone map is the first step in the modernization effort of SBA’s federal contracting programs. SBA has partnered with the U.S. Digital Service to streamline and enhance online services for small businesses. The new HUBZone map helps small businesses in urban and rural communities determine if they are eligible for participation in HUBZone’s program. It features the latest HUBZone designations, “Qualified Disaster Areas” and new features to improve usability and assist with HUBZone address assertions.   “We are excited about our partnership with the White House’s U.S. Digital Service and the improvements made to the HUBZone maps to modernize SBA’s contracting programs - making them more user-friendly, agile and nimble for the busy entrepreneurs that we support,” SBA Administrator Linda McMahon said. “This is one of many projects that we have worked on with the USDS team to leverage technology to support America’s small businesses.”    For more details about the HUBZone map, visit www.sba.gov/hubzone
