Path to Prosperity Conference

The no-cost series will feature experts in the banking and lending industry, community partners and stakeholders. This series will provide useful information, tools, and resources for small businesses and individuals an opportunity to engage in dynamic discussions
intended to create economic progress. This virtual event will include panel discussions comprised of economic and lending
experts. There will be facilitated conversations, identifying challenges, sharing best practices, and innovative solutions to accessing capital. Presenters will share how financial institutions, non-profits and community-based organizations can encourage the
development of a “Path to Prosperity” by incentivizing unbanked and under-banked small businesses individuals to establish
a sustainable relationship with an insured financial institution.
The federal agencies will highlight resources available including FDIC’s “Money
Smart Financial Education Program”, SBA’s Capital, Contracting, and Technical Assistance Programs and USDA’s guaranteed Rural Business Loan Programs.
The goals are:
• Incentivize unbanked and under-banked small business owners and individuals to establish a
sustainable relationship with an insured financial institution
• Expand technical assistance and financial education for small business owners and individuals to
improve their bankability, and
• Increase the number of SBA certified lenders for capital access for minority-owned businesses.
Administrator Guzman Announces 70% Increase in Industries Eligible for Women-Owned Small Business Federal Contracting Program
The updated list will support agencies in allocating set-asides for WOSB and economically disadvantaged women-owned small businesses (EDWOSBs) across more industries, potentially resulting in hundreds of millions of dollars in additional set-aside opportunities
for women entrepreneurs based on a recent study analyzing industry gaps for women-owned businesses. The list of eligible NAICS industries can be found at

Per the Small Business Act, the SBA conducts a study every five years to identify industries in which small businesses owned and controlled by women are underrepresented or substantially underrepresented in the federal marketplace. Based on the results of the
commissioned study, the SBA will increase the number of WOSB Program eligible industries from 444 to 759, which represents a 70% increase. These changes are effective immediately and apply to new solicitations. The expansion of the program
will provide a broader range of industries for contracting officers to offer restricted-competition contracting opportunities to SBA-certified WOSBs and EDWOSBs. Some of these additional industries include Temporary Help Services, Home Health Care Services,
Electronic Computer Manufacturing and Air Transportation Support.
After consulting SBA’s WOSB Program industry list, federal procuring agencies elect whether to limit competition to certified WOSBs or certified EDWOSBs. SBA’s new industry list covers NAICS codes that account for 92% of all small-business prime-contract spending,
representing increased opportunities as previously the list covered just 75% of that spending.

The SBA announced impactful reforms to the agency’s Community Advantage (CA) loan program, a key SBA tool for Community Development Financial Institutions (CDFIs), Community Development Companies (CDCs), microlenders and other critical mission-based lending
partners, that prioritizes equitable access to capital for low-income borrowers and those from underserved communities.
