Updated Guidance Regarding Applicant Deadlines for COVID Economic Injury Disaster Loan Program

Agency Strongly Encourages Submission of Supplemental Advance Applications by December 10; All Applications Due by December 31

  • EIDL loan and Targeted Advance applications will be accepted until December 31 and will continue to be processed after this date until funds are exhausted.
  • Supplemental Targeted Advance applications will be accepted until December 31; however, the SBA may be unable to process some Supplemental Targeted Advance applications submitted near the December 31 deadline due to legal requirements. The SBA cannot continue to process Supplemental Targeted Advance applications after December 31 and strongly encourages eligible small businesses to apply by December 10 to ensure adequate processing time.
  • Borrowers can request increases up to their maximum eligible loan amount for up to two years after their loan origination date, or until the funds are exhausted, whichever is soonest.
  • The SBA will accept and review reconsideration and appeal requests for COVID EIDL applications received on or before December 31 if the reconsideration/appeal is received within the timeframes in the regulation. This means six months from the date of decline for reconsiderations and 30 days from the date of reconsideration decline for appeals – unless funding is no longer available.

Elmy Bermejo, New Region IX Administrator, will oversee SBA programs, offices, and operations in the SBA’s Pacific region, serving Arizona, California, Guam, Hawaii, and Nevada.

Ms. Bermejo has a passion for building and strengthening relationships while assisting people and organizations attain their goals. She has been a senior government official with more than 25 years of experience at the executive level and has established a successful record of collaboration with public and private stakeholders on a range of issues including workforce development, disaster relief, and small business. Ms. Bermejo recently served as the Northern California Director for External Affairs for Governor Gavin Newsom; before that, she served as a Senior Adviser and Outreach Director for Lt. Governor Eleni Kounalakis of California, the first woman ever elected to this position. Ms. Bermejo also served in President Barack Obama’s administration at the U.S. Department of Labor as the Regional Representative to the Secretary and as Director of Intergovernmental Affairs. She serves on the San Francisco Commission on the Environment, The Women’s Foundation of CA, and as an Advisory member of Hispanas Organized for Political Equality (HOPE) and the Leo T. McCarthy Center for Public Service and the Public Good.

Increased Flexibility on Size Determinations and Calculating Average Annual Revenues for Small Business Contractors

Changes Estimated to Expand Access to SBA Loans to Over 67,000 Businesses

The U.S. Small Business Administration issued a proposal to modify two of the methods it uses to determine which businesses qualify as a small business for government contracts and SBA’s loan and investment programs.  The proposed modifications would extend the averaging period for calculating a small business’s number of employees.  The proposal also would change how the average annual revenues may be calculated for SBA’s loan and investment programs.
