Responses were evaluated for technical acceptability, followed by a tradeoff analysis between past performance and price in which the Government may award to a higher-priced offeror if it is determined that the benefit of its superior past performance is worth the additional price, or an award may be made to a lower-priced offeror if their past performance is not considered to be worth a price premium.
