THIS IS A PRESOLICITATION NOTICE, NOT AN INVITATION FOR PROPOSALS. Towing Hawser-12" Circ (4") (DIA) 12 Strand Plaited Polyester x900' with 12" Towing Couplers spliced on each end. The Government intends to solicit to three (3) small businesses that can meet the requirement. FAR 12.203(a) makes it clear that there is a ceiling of $350,000.00 (SAT) for oral solicitations. FAR 5.101(a)(2)(ii) makes it clear it is not needed to solicit when oral solicitations are used.
