Synopsis

The Naval Air Systems Command (NAVAIR) awarded a new task order under the Basic Ordering Agreement (BOA) N00019-20-G-0007 for a re-design of the Fin Controller Electronics Unit (FCEU) to address material obsolescence in accordance with FAR 6.301.1 (a)(2)(III), only one responsible source. The Texas Instruments Digital Signal Processor (DSP) Microcontroller (Part Number TMS320F241PGA), a primary component of the FCEU, is discontinued and no longer available within the market place. There are no suitable drop-in replacements. A re-design of the circuit card assembly on which the DSP Microcontroller is located is recommended to mitigate material obsolescence and ensure continued availability of the FCEU for all Tomahawk variants. The FCEU is critical to the maintaining attitude control of the Tactical Tomahawk (TACTOM) during the cruise and terminal phases. NAVAIR awarded this effort to Raytheon, P.O. Box 11337, Tucson, AZ 85734-1337.
