Amendment 003 is to notify all potential Offerors of the changes listed below:

1. Corrections to the Solicitation.
2. Provide revised PDB SOW dated 1/3/2024.
3. Addition of new and missing Solicitation attachments to sam.gov.

South Bay International Wastewater Treatment Plant Rehibilitation and Expantion. 

The United States Section of the International Boundary and Water Commission (USIBWC) is issuing a Solicitation (negotiated) for design and construction for the South Bay International Wastewater Treatment Plant (SBIWTP) Rehabilitation and Expansion project.  This requirement is being procured as full and open competition. The proposed contracting method will allow for a collaborative approach to develop a project that includes essential rehabilitation of existing infrastructure and ultimately expand the capacity of the plant to treat an average daily flow of 50 MGD with a with a peak hydraulic flow, peak hour, capacity of 75 MGD.
