RT3 Friction Measurement System

A single-source contract was awarded to Halliday Technologies for their RT3 Continuous Friction Measuring Equipment due to an urgent and compelling need to ensure flight safety during runway construction at Barksdale Air Force Base. This non-competitive award was made because Halliday Technologies was the sole respondent to a Request for Information, and their system was the only one to meet the stringent technical specifications of AFMAN 13-204v2, TO 33-1-23, and FAA Advisory Circular 150/5320-12, which were necessary to prevent unacceptable mission risks.
