The United States Army Corps of Engineers (USACE) - Rock Island District has a service requirment to conduct the milling of existing asphalt pavement, the stockpiling of millings, and the placement of Hot Mix Asphalt (HMA) pavement and tack coat for the repaving of River Birch Road to the River Birch Campground at the USACE Thomson Causeway Recreation Area.
