1. The Government will procure the requirements utilizing the three-step procurement outlined below.

Step One: A Pre-solicitation Notice will not be submitted separately, as this notice will be encompassed together with the Request for Proposal and released in SAM.gov. The website for SAM is https://www.sam.gov. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.
