This is the final amendment to this solicitation and the purpose is to clarify the classification certificates requirement:

If the offeror holds the required classification certificates but the work is to be performed by a subcontractor that does not possess the required certificates. The offeror must submit at least two similar projects performed by the subcontractor to prove experience in performing similar work. The offeror must also supervise the work of the subcontractor at all times.

The classification certificates are required in the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America. The classification certificates obtained by contractors IAW Spanish Ley de Contractors del Sector Público, provides financial and technical assurance about the company that holds them, so it is a benefit for the Government, and assures that the company is technically competent and financially liable.
