UPDATE 8 (1/21/2026): The purpose of this notice is to provide clarification on the process for prospective offerors to submit their proposals. The PIEE solicitation module cannot accept .Zip files. Offerors may submit as many individual files as they deem necessary to respond in accordance with the solicitation requirements. In accordance with Solicitation Section L 1.1.11 “Solicitation Response Requirements” each individual document’s respective volume “must be clearly identified.”

UPDATE 7: (1/13/2026): Amendment 0004 extends the proposal deadline to 30 January 2026. Offerors that have already submitted proposal materials may, but are not required to, submit revised proposal materials in response to this amendment.  If an offeror submits any revised proposal materials, the revised materials shall replace the corresponding previously submitted materials.  The Government will evaluate any proposal materials not revised as submitted.
