This contract action was not awarded competitively. The requirement was awarded as a sole-source, non-competitive contract in accordance with FAR 19.808-1 and the Small Business Administration’s 8(a) program procedures. The contract is a firm-fixed-price award. The determination was made that soliciting competition was not in the Government’s best interest based on the approved justification and the authority provided under the 8(a) program.
