Synopsis for Project Facilitator IDIQ Title/Subject: VA Project Facilitator Services IDIQ The Department of Veterans Affairs (VA) intends to issue a solicitation for a multiple award, five year, Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide project facilitator services in support of Energy Savings Performance Contracts (ESPC) and Utility Energy Service Contracts (UESC) at VA facilities nationwide.
