Except where otherwise stated, the Contractor shall furnish all labor,
supervision, management, tools, materials, equipment, facilities,
transportation, incidental engineering, and other items necessary to provide the
services outlined below and described in this Performance Work Statement
(PWS) at Commander Navy Region Japan (CNRJ) to include the U.S.
Commander Fleet Activities Yokosuka (CFAY), and outlying areas supported
by this installation, by means of a performance-based contract that is
