NSWCPD BIG BLUE 4 Pre-Solicitation Notice

To all Interested Vendors: This notice is issued to inform interested parties of the upcoming Big Blue 4 procurement. A key requirement for this procurement will be the possession of a valid and certified DD Form 2345, Militarily Critical Technical Data Agreement. This certification is mandatory for any vendor wishing to access key RFP information upon its future release. If your organization does not currently possess an active certification, you must submit your application directly to the Joint Certification Program (JCP).
