The Department of the Army, Army Contracting Command - Rock Island (ACC-RI), on behalf of Pine Bluff Arsenal (PBA), intends to negotiate and award a sole source, firm-fixed-price contract to Bayer for the procurement of White Phosphorus. This procurement is being conducted in accordance with FAR Part 12, Acquisition of Commercial Products and Commercial Services.
