Amendment 3 (4 September 2025): This amendment adds the questions received from Industry and the corresponding Government responses as Attachment 16 to the solicitation. As a result of this amendment, Attachments 11 through 15 have also been added to the solicitation and Attachment 1 has been revised.

As a result of this amendment, the solicitation response deadline has been extended to 15 September 2025 at 1:00 PM EST.
