The Department of the Army ("DA") is issuing this Request for Proposal ("RFP or "Solicitation") to solicit competive proposals from private, public and/or not-for-profit entities interested in leasing up to 1,065 acres of land referred to as Site C (the "Property"), under a long-term lease agreement(s) ("Enhanced Use Lease" or "EUL") at the Pine Bluff Arsenal in Jefferson County, Arkansas (the Installation").
