The Naval Surface Warfare Center Philadelphia intends to be procure Non Commercial Services on a Sole Soure Basis from Defense Maritime Solutions (DMS). 

The proposed contraction is for supplies or services for which the government intends to solicit and negotiate with only one source under authority of FAR 13.106.
