Financial & Performance Management System (FPMS) Software as a Service (SaaS) Subscriptions and Support Services

The Contractor shall provide a cloud-based, comprehensive FedRAMP Moderate or higher-certified Commercial-off-the-Shelf (COTS) Financial, Performance, Controls & Compliance Software-as-a-Service (SaaS) total solution, on a single platform, to support all of the following Financial & Performance Management System activities:

1. A-123 audits;
2. Component financial statement audits;
3. Departmentwide financial statement audits;
4. Agency financial reporting;
5. Component and Department-wide data calls;
6. Policy reviews;
7. Congressional Budget Justifications;
8. Sarbanes-Oxley internal controls review (Federal Prison Industries only);
9. Component and enterprise risk management;
10. Enterprise performance management;
11. Operational and Program Audits.

The U.S. Department of Justice (DOJ), Justice Management Division’s (JMD) Finance Staff (FS) intends to release a solicitation for a FedRAMP Moderate or higher – certified Commercial-off-the-Shelf (COTS) Financial, Performance, Controls & Compliance Software-as-a-Service (SaaS) total solution on a single platform to serve as the Department’s Financial & Performance Management System (FPMS) of record.
