INTRODUCTION: This memorandum provides justification and technical specifications for replacing sixteen (16) cameras on the compound, two (2) perimeter-road camera posts, and multiple cameras in the recreation yard at FCI McDowell. The existing camera infrastructure has reached end-of-life, exhibited degraded performance, and no longer met Bureau of Prisons (BOP) security standards for resolution, reliability, or evidentiary-quality video retention.
