This solicitation is issued as a Request for Quotation (RFQ).  This solicitation will result in a Labor-Hours contract to a single offeror determinate to be acceptable and responsible.  

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03.

This procurement is set aside for 100% small business. The NAICS code is 541430 and the Small Business Size Standard is 9M.  Please ensure you have or have added this NAICS in System for Award Management (SAM).

Submit offer by email to yolanda.padilla@usda.gov not later than Sept. 17, 2025, at 11:59 pm ET. Emails should contain 3 separate attachments (Technical Proposal (Key Personnel Qualifications), Schedule of Item, and Representations and Certifications. It is the offeror’s responsibility to confirm receipt of the offer from Yolanda Padilla.
