Pre-Award Synopsis.  The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a contract to General Atomics (GA), San Diego, CA. This contract is for the procurement of Engineering Change Proposals (ECPs) Electromagnetic Aircraft Launch System (EMALS) Development ECP-I-EMALS-0059 EMALS Catapult Status Dashboard (CSD) and ECP-I-EMALS-0060 EMALS Maintenance Laptop.
