1. The solicitation states that the prime contractor must have an office within 120 miles of DSCR that is publicly visible in SAM.gov.

May an offeror satisfy this requirement through a local principal subcontractor or mobilization office, or must the prime entity itself have the qualifying SAM-listed office?

                -The Prime must have a legitimate place of business from which they are mobilizing. This can be substantiated (for example) via a Lease Agreement or proof of business mail being delivered to this site. The subcontractor's place of business, address, etc. is not acceptable.
