This Request for Prototype Proposal (RPP) is being issued under the authority of prototype Other Transaction Authority (pOTA) 10 U.S.C. 4022 by the Defense Health Agency Contracting Activity (DHACA), in support of the Defense Health Agency (DHA) Operational Medical Systems (OPMED) Project Management Office located in Frederick, Maryland, at Fort Detrick.
