The solicitation was published for 4 days and emailed to 4 vendors, 2 quotes were received. The decision was to award to the vendor with the lowest priced quote,  Service meets the technical capacity listed in the Minimum Specifications within this solicitation.  This decision is considered the Best Value to the Government in terms of the evaluating factors for Technical, Past Performance, and Price.
