Statement of Objectives 1. Introduction and Overview. The United States Disciplinary Barracks (USDB) is a Maximum-Security confinement facility located on the Fort Leavenworth, Kansas military installation. Security cameras are located around the perimeter of the USDB on concrete cast utility poles with original lightning protection systems (LPS) installed that are failing or have failed over the course of almost two (2) decades of exposure to the elements that has resulted in damage to eleven (11) LPS on these poles. 2.
