Albeni Falls Dam (AFD) Packing Rings for Unit 1

This contract action was awarded under other than full and open competition using the authority of 10 U.S.C. 3204(a); RFO 6.103-2 (Unusual and compelling urgency). 

Albeni Falls Dam's Unit 1 main generating unit is currently offline for scheduled maintenance and replacement of its turbine blade seals. During unit disassembly, the project crew discovered that the original copper alloy packing rings were severely distorted and cracked as a result of previous repairs, age, and long-term mechanical wear. Because of the extent of this physical damage, refurbishing or repairing the existing rings is not feasible, requiring a complete replacement to restore the unit to service. The contractor was able to meet the urgent timeline to get Unit 1 back in services as soon as possible. See Justification attached.
