This action was executed as an 8(a) direct (sole source) award in accordance with the authority of Section 8(a) of the Small Business Act (15 U.S.C. 637(a)) and FAR 19.805-1(b)(2).

Because the total value of this acquisition is under the $5.5 million competitive threshold for services (as outlined in FAR 19.805-1(a)(2)), a formal Justification and Approval (J&A) under FAR Subpart 6.3 is not legally required.
