The basis for this cancellation is due to the following:
Vague technical descriptions that prevented accurate pricing and technical planning.
Inconsistent terminology across sections, resulting in conflicting interpretations.
Insufficient detail regarding government-furnished equipment and expectations for emergency response timelines.

To preserve the integrity of the procurement process and ensure all potential offerors have a clear and fair opportunity to compete, the Government is cancelling the solicitation in its entirety. A revised and corrected solicitation will be issued once requirements have been clarified and documentation properly updated.
