PRESOLICITATION NOTICE RFQ #36C77625Q0190 ILEAD Haivision Video Streaming Encoder (BRAND NAME) August 27, 2025 The Department of Veterans Affairs (VA), Institute for Learning, Education, and Development (ILEAD) intends to purchase additional Brand Name Haivision streaming hardware to integrate with and supplement the VA s existing Haivision distribution system. (ILEAD) maintains a broadcast facility in St. Louis Missouri, to include a live high definition (HD) video television studio, control room, and Avid post-production.
