The Department of Veterans Affairs Strategic Acquisition Center – Frederick intends to issue a firm-fixed price (FFP) Blanket Purchase Agreement (BPA) on a sole-source basis. The statutory authority permitting other than full and open competition for this procurement is 41 USC 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) subpart is FAR 8.405-6(a)(1)(B), which states, “Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.”
